Does Health Insurance Actually Cover Dental? What Australians Get Wrong

Most Australians are leaving dental rebates on the table

I see this regularly in practice. Patients come in, we do the work, and when I ask about their health fund they either don't know what they have or assume it won't cover much. In most cases they walk out having paid far less than they expected. Here is how the system actually works.

How dental extras cover works

Dental treatment in Australia is not covered by Medicare for adults in most circumstances. It is covered by the extras component of private health insurance, sometimes called ancillary cover. When you have extras cover, your fund reimburses a percentage of certain dental fees up to an annual limit. The percentage and the limit depend on your specific policy level.

The three tiers of dental cover

Basic dental (preventive). Covers check-ups, X-rays, scale and clean, fluoride treatments. Most policies include this with no waiting period.

Major dental. Covers fillings, crowns, root canal treatment, dental implants, orthodontics, and extractions. Usually requires a 12-month waiting period before you can claim. Annual limits typically range from $500 to $2,500 depending on your policy.

Orthodontics. Often a separate sub-limit within major dental. Covers braces and clear aligners. Lifetime limits typically range from $1,500 to $3,500. This is separate from your annual major dental limit in most policies.

A rough guide to what funds actually pay

These figures are indicative only. Always verify directly with your fund through their app or by calling them.

  • Bupa Bronze Extras: approximately $700 to $900 per year major dental
  • HCF Mid Extras: approximately $800 to $1,200 per year combined dental
  • Medibank Bronze Plus: approximately $700 to $1,000 per year
  • NIB Top Extras: approximately $1,200 to $2,000 per year
  • Bupa Top Extras or Gold policies: up to $2,500 or more per year

The annual reset trap

Most health fund dental limits reset on 1 January. If you haven't used your annual entitlement by 31 December, you lose it. If you have a crown, implant, or root canal planned, check your balance before December and consider timing the treatment to maximise your claim. For large treatment plans, I can often stage the work across two calendar years so you can claim from two years of benefits.

HICAPS and on-the-spot claiming

HICAPS is the system that lets you swipe your health fund card at the dental practice and have your rebate automatically deducted from your bill. You pay only the gap on the day. Lumi Dental processes all major health fund claims via HICAPS.

What is not covered

Most policies exclude purely cosmetic procedures including whitening and veneers placed for aesthetic reasons only. They also exclude treatments with a waiting period you haven't served, and any items over your annual limit.

The Medicare Child Dental Benefits Schedule

Children aged 2 to 17 whose families receive Family Tax Benefit Part A or other qualifying payments can access up to $1,052 in bulk-billed basic dental care over two consecutive calendar years under the Medicare CDBS. This is separate from private health insurance and is available regardless of whether the family has extras cover. At Lumi Dental we bulk bill eligible children under the CDBS.

How to maximise your benefit

Check your annual limit and how much you have remaining before booking. Note your benefit reset date, usually 1 January. For large treatments, ask your dentist to stage work across the calendar year. Use your orthodontic sub-limit for aligners or braces if your policy includes it. Make sure your fund card is current, because claims fail on expired cards.
