Many parents expect to find a minimum legal age for teeth whitening, but Australian rules on home whitening focus on how strong products can be rather than on who uses them. Dental groups generally suggest waiting until the teeth have matured, which for most people means the later teenage years, and checking first why the teeth look the way they do.
The rules cover product strength, not birthdays
The Australian Dental and Oral Health Therapists' Association notes in its position statement on whitening that the ACCC has deemed do-it-yourself whitening products containing more than 6% hydrogen peroxide or 18% carbamide peroxide unsafe, and that their sale to consumers is prohibited. The legal limit itself is set in Schedule 10 of the national Poisons Standard (TGA), which reserves stronger whitening products for registered dental practitioners. Weaker products can still be bought over the counter. In practice this means a teenager may be able to buy a low strength kit, but no one has checked whether their teeth are ready for it or whether bleaching will help at all.
Why the later teens are usually a better time
The same position statement says whitening is generally not recommended for children under 16, because the pulp chamber, the space inside the tooth that holds the nerve, is still enlarged until about that age, and whitening may irritate the pulp or make the teeth sensitive. Timing also affects evenness. If some teeth are still coming through, or the gum line around the front teeth is still moving, whitening now can leave newer teeth looking a different colour later. Questions about enamel safety are covered in our piece on whitening and enamel.
Find the reason for the colour first
Teenagers who are unhappy with their teeth are often looking at something bleach will not fix well. Plaque and food stain are removed far better by a professional clean. White or brown patches in the enamel from development can look more obvious, not less, after whitening. A single tooth that has darkened after an old knock may have a nerve problem that needs attention before anything cosmetic. A check up with a dentist or OHT sorts out which of these is going on.
Braces and whitening do not mix well
Whitening while brackets are on would leave paler squares under each bracket once they come off, so it is left until after braces are removed. Teens with braces are also prone to chalky white marks around the brackets where plaque has sat. These marks are early mineral loss, and they are best managed with good cleaning and fluoride rather than bleaching. Any whitening is usually considered once the teeth have had time to settle after treatment.
If whitening is suitable

Can my 15 year old use whitening strips?
Low strength strips are sold over the counter, but whitening is generally not recommended under 16. A dental check first helps rule out decay, enamel defects or a dark tooth that needs other care, and many younger teens are better served by a clean and better brushing for now.
Will a clean alone make a difference?
Often, yes. Removing plaque and surface stain can brighten teeth noticeably without any bleaching.
Is whitening harmful for teenagers?
The main concerns in younger teens are sensitivity and irritation of the pulp, uneven results, and whitening something that needed a different treatment. A dentist can advise whether and when it is reasonable for an individual.
